The deposits were made at the bank under two separate contracts on July 26, 2018, with a term of three months and an annual interest rate of 5.5%. One contract was valued at VND40 billion, while the other was worth VND60 billion, she said.
On December 27, 2018, the customer said she went to the Dong Do transaction office, but was unable to withdraw her money.
Nguyen Van Hai, director of the legal department at Viet A Bank, said that he was unsure about the legality of this customer’s contracts, adding that Viet A Bank only signs deposit contracts with organizations and enterprises.
For individual clients, the bank offers savings books, certificates of deposit and other documents that verify that clients have made deposits in a legal way.
After two customers of Viet A Bank in Hanoi, Trieu Hung Cuong and Trieu Thi Tuyet Trinh, sought help, as they were unable to withdraw their savings of VND170 billion from the bank, an official from the bank verified that Dang Nghia Toan, Nguyen Thi Ha Thanh, Trieu Hung Cuong and Trieu Thi Tuyet Trinh opened savings accounts at the bank in mid-2018.
They soon used these savings as collateral for loans, equivalent to 95%-98.5% of their deposits.
In addition, Nguyen Thi Ha Thanh was charged with swindling hundreds of billions of Vietnamese dong from the bank. Further, Cuong and Trinh had failed to present the correct legal documents verifying the deposits, according to the bank official.
An inspector from the State Bank of Vietnam told Thanh Nien Online newspaper that the central bank has been aware of the case and has requested that the Ministry of Public Security launch an investigation.
