Today (March 28), the Ministry of Planning and Investment in collaboration with the Korea International Co-operation Agency (KOICA) held the launching ceremony of the project for “The development of the national investment information system (NIIS) for the private sector.”
Deputy Minister of Planning and Investment Vu Dai Thang and country director of KOICA to Vietnam Kim Jin Oh co-chaired the ceremony, which was attended by representatives of ministries, branches, some localities, and some international organisations.
The project for the development of the NIIS for private sector aims to (i) build data on foreign investment into Vietnam and overseas investment, to serve as the foundation for the formulation of investment policies; (ii) integrate and share data with other national information systems; (iii) develop searching tools and provide information for investors and businesses on investment and business in Vietnam.
At the launching ceremony, Deputy Minister Vu Dai Thang thanked KOICA for the aid and confirmed that the development of the project would contribute significantly to building e-government, reforming administrative procedures, making investment procedures more transparent, and facilitating foreign investors doing business in the country. The deputy minister called for a collaboration by all ministries, agencies, and localities to deploy the NIIS for private sector in the time coming.
On the sponsor’s side, Kim Jin Oh, KOICA country director, highlighted the importance of the project and confirmed that this is one of the priority projects of the South Korean government in South Asia, where Vietnam is considered a key partner.
The project has been funded by non-refundable aid from KOICA and is operated by the MPI, and was approved by Decision No.1310/QD-TTg on September 6, 2017. The two sides signed the Record of Discussion (ROD) last year to affirm the three components of the project, including consultancy, developing the information system, and management.
South Korea and Vietnam have just celebrated 25 years of diplomatic relations and congratulating each other on the outstanding achievements created through bilateral and multilateral co-operation.
South Korea is Vietnam’s largest FDI partner with $64 billion of total registered capital and the second-largest development co-operation and tourism partner, and the third largest trade partner. The two countries target to raise two-way trade turnover to $100 billion by 2020 from $65.7 billion in 2018.
In South Korea’s co-operation strategy with Vietnam in the 2016-2020 period, the four priority sectors are transportation, public administration, healthcare, as well as education and training. Thereby, the project for “The development of the NIIS for the private sector” is under the second priority sector, which aims to strengthen the state management of investment and to accelerate investment procedures.
