On March 16, the HCMC People’s Council issued a resolution approving higher charges on cars parked on 35 roadways in HCMC, with the municipal Department of Transport being assigned to execute the resolution.
Accordingly, cars will be subject to a parking fee of VND20,000-30,000 for the first hour. Meanwhile, vehicles parked for five hours on these roadways could pay as much as VND170,000.
The city plans to apply modern technology to the fee-collection process.
However, preparations for the fee collection have yet to be completed, including the installation of an automatic fee collection and receipt printing system; investment in technical infrastructure, signboards; and the provision of information to local residents.
In addition, the governments of districts across the city have yet to map out detailed plans to charge the fee. The authorities of Districts 3 and 11 said they would not collect the fee as the revenue from the fee might not offset their expenditures.
From late October to December last year, the HCMC Department of Transport piloted a car parking fee collection program via the My Parking mobile app on a section of Le Lai Street in front of New World Saigon Hotel, and on Phan Chu Trinh and Phan Boi Chau streets in District 1, with 150-170 parking spaces in total.
The app allowed users to search for available parking spaces, get directions to parking lots and pay the parking fees in advance.
However, the program also had shortcomings. A staff member at a parking lot on Phan Boi Chau Street noted that many customers had booked parking spaces via the app but saw other cars parked in those spaces when they arrived.
The Department of Transport attributed the problem to the employment of both direct and online payment methods.
To combat this, all car owners will have to make online payments when the collection of parking fees begins on August 1.
In addition, vehicle owners will not be allowed to make parking space reservations. They will only be given information on available parking spaces.
The Department of Transport will not assume responsibility for stolen vehicles.
