39W26: SBV injects liquidity and USDVND slips below 26,000

During 39W26 (from 21 to 25 September), the SBV pivoted to net liquidity injection, relieving funding pressure and driving ultra-short interbank rates down sharply. On the FX front, the USDVND retreated below 26,000 as a wide VND-USD interest rate gap offset pressures from a firmer greenback and foreign equity outflows.
